NCS Directorate issues permits for the following:
- Narcotic Drugs: Examples includeFentanyl, Methadone, Pethidine, Morphine, oxycodone
- Psychotropic Drugs: Examples includeBromazepam, Alprazolam, Diazepam, Methylphenidate, Flunitrazepam, Pentazocine, Phenobaribital, Buprenorphine, Lorazepam, Midazolam, Zolpidem, Clonazepam
- Nationally Controlled Drugs: Examples include Caffeine, Chlroamphenicol, Dextromethorphan, Phenylephrine HCl, Ketamine, Thiopental, Imipramine, Amitryptyline, Tramadol HCl
- Precursor Chemicals: Examples include Ephedrine, Ergotamine, Ergometrine, Pseudoephedrine HCl, Hydrochloric acid, Sulphuric acid, Methyl Ethyl Ketone, Toluene, Acetone
It takes a maximum of fifteen (15) working days from the date of submission of a COMPLETE application without any compliance directive.
- No or incomplete documentation uploads
- Delayed or inappropriate responses to online queries
- Delay in payment for permits
- Invalid contact details (functional email addresses and telephone numbers)
Check your online portal for any unanswered or wrongly submitted queries. You may also check the inbox of the provided email address for instructions on payment or permit approval.
The facilities required depend on the nature of the Precursors, Chemicals or Controlled Drugs being stored and handled. These include, but are not limited to:
- Adequate lighting
- Proper ventilation
- Pallets and/or racks
- First aid facilities
- Personal Protection Equipment (PPE) e.g. overalls, safety boots, nose masks, hand gloves etc.
- Fire-fighting equipment e.g. fire extinguishers, sand buckets, water hydrant.
- Thermometers, hygrometers or hygrothermometers should be provided for warehouses that stock Controlled Drugs and Precursor Chemicals that require special storage temperatures.
- Adequate record keeping/Documentation: Stock cards/Utilization records, Disposal of Poisons Book, Distribution Records, Evidence of sales etc.

For Precursor Chemical companies, the technical expert is termed a Technical Officer and is expected to be a holder of at least an OND in a science-related discipline. The technical expert for Pharmaceutical companies is the Superintendent Pharmacist and is expected to have at least a B.Pharm degree.
A Company’s Superintendent Pharmacist / Technical Officer with valid I.D. card or the Director of the Company whose name is listed in the Company’s Particulars of Directors (FORM CO7) with evidence of identification i.e. Valid Driver’s License or International Passport.
The Company’s Technical expert or any management staff of the Company.
The Superintendent Pharmacist / Technical Officer should be available.
- To ascertain the suitability of the warehouse for storage of the Precursor Chemicals/Controlled Drugs being applied for.
- To ensure that the Company’s Technical expert is knowledgeable in storage and handling of Precursor Chemicals/Controlled Drugs being applied for.
- To ensure the safety in handling of Precursor Chemicals/Controlled Drugs in the warehouse.
The Inspection & Monitoring Division inspects the facility to assess the location, storage, capacity, handling and inventory control usage of Controlled Drugs Precursors, Chemicals on routine basis.
The Listing certificates are issued to marketers after they have met the requirements for listing and it authorizes them to SELL chemicals in Nigeria. The Import permit is an importation document that enables an importer, marketer or end user to IMPORT Chemicals into Nigeria.
They are banned when they are found not to be safe for man use or are hazardous to the environment.
