OVERVIEW OF THE DIRECTORATE

Veterinary Medicine & Allied Products directorate was created on 11th April 2013 as part of the restructuring of NAFDAC in which five (5) additional directorates were created.  

The creation of the new directorates was targeted at facilitating professionalism in regulation and control of veterinary medicine and allied products thereby ensuring the safety of the first part of the food chain. 

The Directorate derives its power to carry out its functions from section 5(a, c and s) of the NAFDAC Act CAP N1 LFN 2004.

To protect human and animal health by ensuring that only safe and effective veterinary medicine and allied products are available for use in Nigeria.

VMAP REGULATED PRODUCTS 

The Directorate is mandated to regulate and control the manufacture, importation, exportation, sales, advertisement, distribution and use of: 

  1. Veterinary Drugs.
  2. Veterinary Vaccines and Biologics.
  3. Pet Food – food for cat, dogs and other companion animals such as parrot etc.
  4. Animal Feed – complete cattle feed, Fish feeds, Poultry feeds etc.
  5. Animal feed concentrates, premix, additives, supplements and Fish meal- raw materials in feed production.
  6. Pesticides – Herbicides, Insecticides, Fungicides etc.
  7. Agrochemicals – Fertilizers (Organic & Inorganic), Soil conditioners, Plant growth substance etc.  

CORE ACTIVITIES OF VMAP 

  1. Inspecting facilities for the purpose of product registration or renewal. Inspecting warehouses for issuance of import permits.
  2. Development of standards, regulations and guidelines. 
  3. Research activities for regulatory decisions and risk management (risk assessment, risk control, risk communication and risk review).
  4. Effective surveillance and continuous monitoring of safe and responsible use of veterinary medicines, pesticides, and animal feed.
  5. Issuing permits for bulk importation and monitoring utilization.
  6. Field trial monitoring.
  7. Listing of Toll Millers and agrochemical marketers.
  8. Creating awareness and establishing strong relationships with stakeholders.
  9. Antimicrobial resistance (AMR)/Antimicrobial Usage (AMU) awareness and sensitization.


FUNCTIONS OF VMAP
 

  1. Providing science-based advice and information on the quality, safety and efficacy of veterinary medicines, veterinary products, pesticides, and agrochemicals.
  2. Develop and promote standards, regulations, and guidelines in consultation with Government Agencies, professionals and stakeholders on veterinary medicines, veterinary products pesticides and agrochemicals.
  3. Regulate the manufacture and distribution of feed, feed ingredients, feed additives and drugs for animals.
  4. Regulate and control the safe use of pesticides and agrochemicals, feed ingredients, veterinary drugs and food for pet and companion animals.
  5. Conduct scientific research to establish appropriate regulatory measure to ensure safe and responsible use of veterinary medicine and allied products.
  6. Conduct industrial outreach to clarify the respective roles of industry and the Agency in veterinary medicines and allied products safety.
  7. Monitor production facilities and maintain vigorous inspection oversight to ensure standards are maintained.

1. Inspections carried out by VMAP include:  

  • Production inspections,  
  • Pre-production and pre-registration inspections (for registration of pesticides, agrochemicals and veterinary drugs),  
  • Farmstead inspection,  
  • Farm verification inspection,  
  • Cold chain facility inspection (for registration of vet vaccines and biologics) 
  • Warehouse inspections (for import permits)
